Johannesburg — Newly surfaced internal documents indicate that Johannesburg Executive Mayor Dada Morero personally authorised the suspension of key Rea Vaya Bus Rapid Transit services, a move that appears to have been taken without broader consultation or formal approval processes.
The revelations have ignited widespread concern across political and civic circles, with critics warning that the decision has disrupted essential transport services and raised serious questions about accountability within the City of Johannesburg.
Decision Made Without Broad Consultation
Information contained in the leaked documents suggests the instruction to halt operations originated directly from the Mayor’s office, with little to no engagement with the City’s transport portfolio structures or external stakeholders.
Several municipal officials, who spoke anonymously, confirmed that they were informed only after the shutdown had already been implemented.
“There was no full briefing, no council resolution, and no proper risk assessment,” said one official. “The order came through, and everyone else had to adjust.”

Public Transport Users Bear the Brunt
The abrupt suspension has left thousands of daily commuters scrambling for alternatives, particularly in areas heavily dependent on Rea Vaya for affordable transport.
Residents report increased commuting costs and longer travel times, with some forced to rely on more expensive minibus taxis or multiple transport connections.
“For many people, this system was the only reliable option,” said a commuter from Soweto. “Now we’re paying more and spending more time just to get to work.”
Political and Public Backlash Grows
Opposition parties have criticised the move, arguing that it undermines governance principles and disregards the needs of residents.
Several councillors have called for the Mayor to account to council, while others have questioned whether the decision could expose the City to legal claims from affected service providers.
“This is not how major infrastructure decisions should be made,” said an opposition representative. “Public transport cannot be halted without transparency or due process.”
Concerns Over Financial Motives
Although City officials have cited operational challenges as the reason for the shutdown, the leaked documents suggest deeper financial considerations may have influenced the decision.
Urban mobility analysts warn that halting services without a long-term replacement strategy risks undoing years of progress in public transport development and eroding public trust.
“When public transport becomes unreliable, people abandon it,” said one transport policy expert. “That has lasting consequences for congestion, safety, and the economy.”
Calls for Accountability Intensify
Civil society organisations are now demanding full disclosure of all documentation linked to the decision, including financial reports and legal opinions.
Advocacy groups argue that residents deserve clarity on how public funds are being managed and why such a major service disruption occurred without consultation.
“Transparency is not optional,” said one activist. “The public has a right to know how decisions of this magnitude are made.”
Uncertain Road Ahead
As pressure mounts, Mayor Morero has yet to publicly respond to the allegations or clarify the process that led to the shutdown.
For now, commuters remain uncertain about the future of the Rea Vaya system, while political scrutiny continues to intensify.
What began as a transport decision has quickly become a major test of governance, accountability, and public trust in Johannesburg’s leadership.
