JOHANNESBURG – The Gauteng Department of Sport, Arts, Culture and Recreation has unveiled an ambitious R1.055 billion budget for the 2026/27 financial year, positioning sport, arts, culture, recreation and heritage as key drivers of economic growth, social cohesion and youth empowerment across the province.
The budget, announced ahead of the Department’s formal Budget Vote presentation in the Gauteng Legislature, outlines a strategic plan aimed at expanding opportunities for young people, supporting local businesses, strengthening communities and preserving Gauteng’s rich cultural heritage.
The Department has been allocated R719.4 million from the Provincial Equitable Share and R336.3 million through Conditional Grants, providing critical funding for programmes that seek to improve access to sport, recreation, libraries, arts and cultural initiatives while stimulating economic participation.
Driving Inclusive Economic Growth
A central pillar of the Department’s strategy is economic transformation through inclusive procurement and targeted support for historically disadvantaged groups.
The Department has committed to directing:
- 40% of procurement spending to women-owned enterprises
- 30% to youth-owned businesses
- 7% to persons with disabilities
- 3% to military veterans
In addition, at least 60% of goods and services procurement will be sourced from township-based businesses, providing a significant boost to local economies and creating opportunities for emerging entrepreneurs.
The initiative aligns with Gauteng’s broader economic transformation agenda, which seeks to leverage government spending as a catalyst for job creation, entrepreneurship and sustainable economic development.
Investing in the Creative Economy
Recognising the growing contribution of the creative sector to employment and economic activity, the Department has earmarked funding to strengthen artists, cultural practitioners and creative enterprises.
Key allocations include:
- R1 million for creative incubation programmes
- R1.2 million in grants-in-aid
- R2 million for arts and culture events
- R2.5 million for market access initiatives
These programmes aim to support the development of sustainable creative businesses while creating pathways to local and international markets.
The investment comes as Gauteng continues to position itself as a leading hub for arts, culture and creative innovation on the African continent.
Libraries at the Centre of Digital Inclusion
One of the largest allocations within the budget is directed towards Library and Archival Services, which will receive R297.6 million.
Of this amount, R194.8 million will be transferred to municipalities to support library operations and modernisation programmes across the province.
Additional investments include:
- R2 million for the acquisition of 160 computers for libraries
- R5.1 million for literacy and reading promotion programmes
The Department believes these investments will expand access to information, digital resources and educational opportunities, particularly in underserved communities where libraries continue to play a vital role in learning and development.

Sport Development Remains a Priority
Sport and recreation programmes have been allocated R324.1 million, reinforcing government’s commitment to youth development, talent identification and community participation.
The Department plans to:
- Support more than 400 schools participating in Sport Wednesday programmes
- Provide sporting equipment and attire to 500 schools
- Support over 600 learners competing at provincial and national levels
- Expand community clubs, leagues and recreation hubs
- Train 1,500 participants through the Learn to Swim programme
Funding will also support the continued growth of the O.R. Tambo Soncini Games, one of Gauteng’s flagship sporting programmes that promotes participation, healthy lifestyles and social cohesion among young people.
Honouring South Africa’s Historic Milestones
The 2026/27 financial year coincides with several significant national commemorations.
These include:
- The 50th anniversary of the June 16, 1976 Student Uprising
- The 70th anniversary of the 1956 Women’s March
- The 30th anniversary of South Africa’s Constitution
To mark these milestones, the Department plans to declare eight heritage sites and implement 20 national symbols awareness programmes aimed at promoting constitutional values, historical consciousness and social unity.
Officials believe these initiatives will help preserve the stories that shaped South Africa’s democracy while educating younger generations about the country’s journey to freedom.
Building Stronger Communities
Beyond programme delivery, the Department has allocated:
- R303.8 million for goods and services
- R301.8 million for transfers and subsidies
- R39 million for capital investments
These allocations are expected to strengthen public institutions, improve community infrastructure and enhance access to services that contribute to social wellbeing and economic participation.
Investing in People and Potential
As Gauteng continues to confront challenges such as unemployment, inequality and social fragmentation, the Department’s budget reflects a strategic shift towards viewing sport, arts, culture and heritage not merely as recreational activities but as essential tools for development.
Through targeted investments in youth, education, entrepreneurship, heritage preservation and community empowerment, the Department aims to unlock opportunities that contribute to a more inclusive and prosperous province.
While the full Budget Vote Speech will provide additional detail on implementation plans and programme targets, the budget preview already signals a clear commitment to investing in people, talent, culture and knowledge as foundations for long-term growth.
