Motorists and residents in Brakpan are finally experiencing smoother and safer travel following the successful restoration and upgrade of the traffic signal system at the busy Heidelberg and Airport Roads intersection.
The project, completed on 15 April, was made possible through a collaborative partnership between Carnival City, the City of Ekurhuleni and City Power Johannesburg, in a move welcomed by daily commuters and local businesses alike.
For months, the intersection had become a growing concern for road users after traffic lights stopped functioning due to repeated cable theft, vandalism, and storm-related damage. Without operational signals, motorists were forced to navigate the busy crossing without guidance, leading to severe congestion, near collisions, and heightened safety risks during peak traffic periods.
The intersection, which serves as a critical access point connecting several major routes, had become increasingly hazardous as traffic volumes continued to rise.
A response to growing public safety concerns
Although the route falls under the responsibility of the Gauteng Department of Roads, ongoing financial and operational challenges delayed urgent repairs. Recognising the impact on public safety and traffic movement, Carnival City stepped in to assist with restoring and modernising the infrastructure.
According to Johan Oosthuizen, the project represents an important investment in the safety and wellbeing of both the local community and visitors to the entertainment destination.
“The safety of our guests, our staff and the broader motoring public is extremely important to us,” said Oosthuizen.
“For some time, there simply were no functioning traffic light systems at this intersection due to ongoing theft and damage. Restoring and modernising the signals was essential to creating a safer, more controlled environment for everyone who uses these roads. We are pleased to see this project completed and fully operational.”
More than just repairs
The intervention extended far beyond simply replacing damaged traffic lights. Due to the repeated incidents of infrastructure theft at the site, the project incorporated several security-focused upgrades designed to improve the long-term resilience and reliability of the traffic system.
Control boxes were relocated and reinforced to reduce the risk of tampering and vandalism, while upgraded power systems were installed to improve operational stability during outages and adverse weather conditions.
In addition, new real-time alert technology now allows technicians to respond rapidly to faults or disruptions before they escalate into prolonged outages.
Further improvements were also introduced at the nearby Heidelberg and Elsburg Roads intersection, including:
- Enhanced camera surveillance coverage;
- Strengthened electrical infrastructure;
- Improved monitoring systems; and
- Real-time technical notification capabilities.
These upgrades are expected to significantly improve traffic flow, particularly during morning and afternoon peak periods, while reducing congestion and accident risks.
Long-term commitment to infrastructure support
Carnival City has maintained a long-standing involvement in supporting local road infrastructure around the entertainment precinct for more than a decade. The latest intervention forms part of the broader commitment to maintaining critical traffic systems in the area, including ongoing support near the well-known Carnival City Arch.
The successful completion of the project highlights the growing importance of public-private partnerships in addressing infrastructure challenges facing municipalities across South Africa.
As local governments continue to face increasing financial pressure, partnerships with private sector stakeholders are becoming an increasingly important mechanism for ensuring essential infrastructure remains functional and safe for communities.
Positive impact for commuters and businesses
Residents and businesses in the area have already begun noticing improvements in traffic movement and road safety since the upgraded traffic system became fully operational.
The intersection serves as a major transport corridor for workers, delivery vehicles, public transport operators, and visitors travelling between surrounding communities and economic hubs across the East Rand.
Improved traffic management is expected to contribute not only to safer roads but also to greater efficiency in the movement of goods and services throughout the region.

The successful revitalisation of the Heidelberg and Airport Roads intersection now stands as an example of how collaboration between public institutions and private sector partners can deliver practical solutions that directly improve the daily lives of communities.
