Boksburg, Gauteng – With more than two decades of experience spanning finance, operations, and executive leadership, Johan Oosthuizen has stepped into the role of General Manager at Carnival City, marking a significant leadership appointment within South Africa’s gaming and entertainment sector.

Oosthuizen’s appointment follows a period in which he served as Interim Regional General Manager, overseeing a portfolio of key properties including Windmill Casino, Wild Coast Sun, Boardwalk Casino and Entertainment World, and The Maslow Sandton. His return to Carnival City signals both continuity and strategic intent, as the property looks to strengthen its position in a competitive leisure and gaming landscape.

A Leader Defined by Structure and Strategy

In his new role, Oosthuizen assumes full operational responsibility for the sprawling entertainment complex, overseeing critical divisions including Gaming, Finance, IT, Human Resources, Marketing, Security, Sustainability, and Customer Experience. His leadership mandate is clear: drive operational excellence while enhancing guest experience in a rapidly evolving market.

A qualified Chartered Accountant and member of the South African Institute of Chartered Accountants, Oosthuizen combines technical financial acumen with strategic oversight. Holding a Magister Commercii in Taxation, he is widely regarded for his analytical precision and ability to translate complex operational challenges into actionable business strategies.

Colleagues and industry observers describe him as a decisive, disciplined leader with a strong grounding in corporate governance and risk management—qualities that have become increasingly critical in the post-pandemic recovery phase of the hospitality sector.

A Career Built on Growth and Resilience

Oosthuizen’s journey within the group began in 2007 when he joined as Assistant Financial Manager, managing multi-property portfolios including casino and hotel operations. His steady progression saw him rise to Financial Manager in 2011, Acting General Manager in 2018, and ultimately General Manager at Windmill in 2020.

During his tenure, he successfully navigated operational disruptions, most notably steering business continuity during the COVID-19 pandemic—an achievement that underscored his ability to balance financial prudence with operational agility.

His leadership has consistently been recognised for blending functional expertise with sound commercial judgement, positioning him as a trusted figure within the organisation’s senior leadership ranks.
